Debrief:

Sgt. Bishop responded to Dispatch asking for her to respond to the lobby. Upon arrival, there was a blue bugstar van that was illegally parked. There were two individuals inside who stated that they worked for Bugstars and that they were here to do a sweep of the building. They couldn’t provide their contract there on scene, nor were they clocked in through the business directory. At that point, Bishop called down Lt. Frost to help out as she is the command member that deals with the grounds maintenance. They provided badges to Lt. Frost, but the names they provided came back to nobody at all in this state. At this point, Senior Officer Snatch was outside, getting public works for the vehicle as it was illegally parked and it had no registered owner. Snatch inventoried the vehicle and at this point, we requested the individuals inside to provide us with physical IDs, such as driver’s license, etc. The female stated that the IDs were inside of the vehicle, to which Officer Snatch had searched the vehicle but no ids were inside of the vehicle, only some pressure washers. The female as well as the male went outside to the vehicle, with Sgt. Bishop following. The female stood on the bed of the truck as Public Works were trying to get the vehicle on the bed of the truck. The male kept standing on top. At this point, Marshall Frost had been outside as well. The male got into the driver seat of the vehicle, to which Bishop tried to tase him, but missed. He got out and at this point the female started to punch Bishop. Bishop manage to get a tase off on her and backed away from the female. The male got right up in her face, stating about her going straight to tasing. At this point, the female got up and started to punch Officer Snatch. The female was given a warning to stop attacking officers from Marshall Frost, but to no avail. At this point, Frost opened fire on the female, with officer snatch hitting her with the baton, downing her. She was treated on scene by EMS, with Bishop collecting evidence on scene. She was taken to Pillbox for medical treatment and then to VPD for processing, where she wanted a lawyer, but none were around so she eventually plead not guilty as she wasn’t going to let the fact that she got shot go. She was charged with x1 False Identification for providing a false ID in the form of the badge and trying to pretend to be Andy Jones and x2 counts of Aggravated Battery for punching both officers Bishop and Snatch.

Statement from 290 Ollie Snatch:

I was outside with the van that had the bugstar livery. It was unregistered. It was parked illegally. Inside they were giving fake names and swearing we had a contract with them. Snatch called for tow with PW. There was a bag in the trunk when the two individuals in the bugstar outfits ran outside to me. They were frustrated with us towing the vehicle. I let them know it was unregistered and illegally parked giving me reason to prep it for tow. PW was worried about the contents incase it was malicious. The bag contained a pressure washer. While out there they tried preventing PW from taking the car by standing on the bed of PW truck along with being on roof of the van. The female tried getting in the car and she was tazed by Laney. She then started swinging at Laney. I told her to not do that and was then punched into the car. Frost did warn her to not keep attacking officers or she would be shot she continued to punch us. I pulled nightstick and used that and she was shot down. The male did not want to leave then called someone to pick him up in a matte black Scout '20 RO Samuel Davidson driven by a female in a black pant suit. Violet was taken to PBMC and treated. The scout followed and left.

Statement from Angelica Slaughter, Witness:

I, Angelica Slaughter (N-05), was witness to the following events. At approximately 12pm EST, my husband, Martin Slaughter operating as Public Works Swan received a call to be on standby at Vinewood PD. When we arrived we were told to wait before towing the vehicle. I was standing on the side walk out of the way. Martin started setting up the tow truck to hook up the Bugstar van. Once he was given the all clear to tow the van he started hooking up the cables. At this time the 2 individuals who were wearing red jump suits started interfering with the tow. The female started climbing on the tow truck bed and the male was climbing on the van itself. The male then tried to get into the van and was tased. The female then punched Officer Snatch and was immediately tased as well. This was the first time Marshall Frost gave a warning that if she struck another officer that she would be shot. This warning was repeated 2-3 times. The female then punched Officer Snatch again and was fired upon. The female then ran around to the passenger side of the van where she was she was struck by Officer Snatch with a baton while she was trying to get in the van.

Statement from Martin Slaughter, Witness:

at approximately 12pm EST we got a call from PD to be on standby at VPD myself Martin Slaughter (Swan) responded and headed to the location. Not long after getting there Ollie Snatch (290) informed me to park Infront of a Van that had a bugstar paintings on and standby for more information, After a few minutes 2 people walked out of VPD and tried to stop the van being taken away. A male got in to the driver seat and was tazed out by Ollie Snatch (290) a female then ran towards Ollie Snatch (290) and started punching them, Alexis Frost (M-7) Loudly and clearly shouted for the female to stop hitting the officers otherwise they will be shot after the 4th warning was issued the female was shot by Alexis Frost (M-7) and she was neutralised by a baton by Ollie Snatch (290),
Medical was called instantly by Alexis Frost (M-7) Via radio.

Statement from 406 Charlee Frost:

406 was requested to speak to 2 individuals in the VPD lobby posing as Bug Star employees attempting to gain access to the facility claiming they had a contract. As 406 would have direct access to any form of maintenance being done to any of the stations, upon further inspection into the badges she requested for matching state ID to employee badges presented since no hits were coming up in the database. Both individuals left the building to "get their IDs out of the van" that was in the process of being towed as it was unregistered and parked illegally. 406 overheard on the radio that the individuals were getting agitated about the towing of the van, and were climbing all over it. 406 came outside VPD to check on the commotion and overheard what sounded like someone being physically attacked, and officers on scene shouting to the person to stop attacking the officer or she would get fired upon. The female kept striking the officer until shots were fired and she tried to flee the scene. Shots ceased when the suspect stopped attacking the officer. 406 and 290 Ollie Snatch ended up subduing the suspect as she tried to enter the van, I 406 discharged 1 taser cartridge, and 290 having to strike the suspect down with a baton. 290 started first aid while M-7 Alexis Frost called for SAFR. Upon SAFR's arrival we handed the wounded over to their care. Officers on scene were finally able to get proper identification of the suspect ( Violet MotaCilla ). Once the suspect was stabalized they were transferred to Pillbox for further treatment.

Statement from M-7 Alexis Frost:

I Alexis Frost was at Vinewood PD watching over the removal of a bugstar van from the sidewalk of Vinewood PD which was parked up on the sidewalk and on a red line. From my understanding listening to the radio the two inviduals one male and one female dressed in jumpsuits were attempting to gain access to vpd to do what they claimed was contract work. The two inviduals only provided a bugstar badge and were asked to show valid state ids to officers. The names provided on the bugstar badges had no hits in our states databases so the state issued IDs were requested. Upon exiting the PD the male and female in the jumpsuits claiming to work for bugstar became upset that Public Works was going to be towing the bugstar van. The van itself came back unregistered and was parked illegally. The two individuals became to climb onto the truck to try and prevent it from being towed. Lawful orders were issued on scene by officers to get off the car and the female began to punch at an officer. Due to officers being beaten down today I withdrew my pistol and told the female who had just comitted battery against the officer to stop and not to strike the officer again or she might be fired upon. The female was warned by multiple officers to not continue her actions but chose to anyways. At least one officer attempted to taser her and it had no effect. I discharged my firearm and the female then stopped so I stopped firing as the threat has paused. She was then struck by Officer Snatch while running around with a baton. After she was on the ground I called for medical and got an ambluence on scene to treat her.

OPINION OF THE COURT;

The Defendant has filed a change of plea, and thus, this court has no opinion.

Therefore, this court accepts the change of plea as follows;

SENTENCE or AWARD;

The Defendant, Violet Motacilla, is sentenced to serve no less than 110 months in Bolingbrook State Penitentiary and pay a fine of no less than $4,200. You are hereby ordered to turn yourself over to Law Enforcement no longer than 48 hours following this verdict. Failure to do so will have a bench warrant filed against you for the charges above in addition to Failure to Obey a Lawful OrderObstruction of Justice and Contempt of Court with an additional sentence of 60 months and a $5,000 fine.

In addition, you can request from the Judiciary the return of $4,200 held in Bail for the charges through the Asset Returns Form upon compression of your sentence.
